I reckon ML was stripped down partly because Konami were already massively behind schedule with PES 2014 (and probably because there's a team working on NG at the same time, diluting resources), and hopefully because a lot of work is in the pipeline for next year's ML. I remember how MM in FIFA 10(?) was seriously thin on the ground because they'd had to start pretty much from scratch, binning all the legacy PS2 stuff because it was creating a monumental amount of bugs while leaving no room to add anything else on top. Then they got WC2010's Simon Humber on the case and the result in the long term was something far more detailed that bled into the gameplay itself, creating a sense of continuity from off-pitch to on.
I'm hopeful that the plan is to hit the NG ground running, with the hit being a paper thin ML this year...
inf0 - that simply wouldn't be possible this gen. There's no comparison between the paltry number of AI calculations in FEAR and the huge number in sports games such as FIFA / PES.
