It's an interesting subject. Does diving belong in PES?
I think it does and it would be a shame if Konami removed it. Ok, in PES2010 it doesn't work well at all, as it's nearly impossible to fool the ref and win a 'foul', but diving is a big part of football (unfortunately) and it should be in the game.
I think they should keep it in, i mean, it's implemented well as it is. It requires skill to time a dive in real life and convince a Referee and PES reflects this as it's also takes skill to hit 3 seperate buttons with enough timing to "trick" the Referee.
It's always great when a game gives the player freedom of choice and punishes the player for making a bad decision like you do if your dive fails.
I never dive personally on PES not only because i forget that i can, but it reflects my inner footballer. I wouldn't dive in reality because im a tough and noble enforcer type player, but some players would as it's how they want to play and if they want to cheat, they do so at thier own risk.
I say keep it. It's not as cheap (or as unsightly) as it was in This is football, and if it means more freedom for the player, than so be it.
