Im suprise uefa or the fa is gonna allow this. Surely the pitch has to beup to scratch, isnt there rules,regulations for this kind of thing?

As far as i know there aren't and FA/Uefa rules/regulations with regards to the state of a pitch (apart from the dimensions). As long as it's playable ie the ball rolls and bounces sufficiently, like you see referees test in adverse weather conditions, it's normally okay.
