Cavani's best days were at Napoli indeed.
He's a dangerous striker though, when played CF. What he has that Giroud doesn't is a bit of pace and work rate (although Giroud does defend corners very well, Cavani tracks back and closes down defenders in a way that would benefit a style of pressure high up the pitch).
He didn't have a good Copa America and World Cup, so his stock could be low now.
But I wouldn't fault Wenger for not signing a CF. Not many available. Unless Pep Guardiola goes back to his plan of killing off the natural CF position in his team, and Lewandowski becomes available.
I can't see Zlatan or Benzema leaving either... so I guess it's better not to spend just for the sake of it.
