Mate it all comes to down to pics going through official clearing etc. It takes time. The guy from Konami went into it, saying its all company standard in terms of each pic getting approved by the team in Tokyo to be shown off. It gets passed from each authorising department to the next. The process can drag on for quite a while, therefore they had to get everything authorised early to have the pics ready. Hence it being taken from an earlier build.
Its really all trivial, but thats a brief insight into what goes on in all games companies before pics are released. Im not sure why so many people are surprised, its common practice. Im sure many shots have been released of a game, and you hear developers and journalists say a few days later 'You should see the how the game looks now' etc.

However, the "pre-beta" issue begs the same question: Why oh why should they release photos that are much more inferior to the actual game they have? Why?
Till someone comes up with a reasonable answer to that, I believe these screens are the final version of at least 2 platforms.
