First of all, there has been no confirmation about option files. I admit it doesn't look good so close to release with no news either way, but lets not start crucifying them until we know for sure.
As for the image importing, it is fantastic news. That we are a little bit limited is a small concession to make to have *most* of the game fully licensed. There could be hardware limitations behind this, or maybe Konami are wary of the fact that allowing completely limit-free importing means that you could just do it every year and never buy PES again.
If I had to choose between option file importing and image importing, it's simply no contest. You can do the option file yourself, it takes time but it can be done; realistic kits, badges, competition logos and manager faces cannot be achieved any other way short of license acquisition. Not only that, you'd then be tied to whatever images Konami decide to use, and I bet the PES community can do better than that.
As it stands, you can have most of the game look licensed. I can do without real kits for 90% of the national teams and 100% of second division kits across all leagues. I'm sure others will have their own clubs/leagues they can do without, too.
P.S. Some of the abuse, like the one from the clownshoe 'acer' above, is atrocious.
