So I wanted to try PES 4 again, but the solution above did not work neither did all the others like ENB or reshade or I even tried "WineD3D For Windows", then I tried the following, which should not be related because after all the game starts unlike in his case the game does not, but I felt less stutters and more of the smoothnes that a regular vsync provides, so its worth a try:

Again I find that it runs better if fullscreen optimizations are off on the .exe
There are still around 2x stutters per 10 min. half or so, but not long.

The core issue is that W10 does no proper fullscreen on DX8 games it seems, thats where the issue arives that I explained in the previous posting (about vsync).
What finally fixed it for me was this:

Basically a smart guy editing the DX8 .dll file, use the first attachment in the first post, it will contain folders for different W10 versions, I just used the latest one and it worked, copy the dll file where the PES exe is and thats it, same result: tearing! + no stutters, just force vsync onto the game now as described in previous posting and you are done!

pps after testing, only the file from the latest folder works, and an issue: i cant bypass that file to force vsync so far so its either smooth and stutter free but tearing or no tearing but stutter (which affect ball physix i think, it plays weird)
neither d3doverrider nor nvidia driver can force vsync, unlike on we9le, weird
