If that can help/interest anyone having issues with input lag/responsiveness I've spent a lot of time and I'm happy to report that I have found a setup which gave me entire satsifaction.
I have an AMD Radeon R9 290 so it involves the use of Radeon software, sorry for Nvidia users but I don't know what equivalent software could be used instead.
1/ Make sure in the PES settings that you use DirectInput instead of Xinput
2/ In Radeon Pro, create a profile for PES 2015.exe
3/ In Radeon Pro, "Tweaks" tab, set Vysync control to "Always On"
4/ In Radeon Pro, "Tweaks" tab, tick the "Triple buffering" option
5/ In Radeon Pro, "Tweaks" tab, tick the "Force Process High Priority" option
6/ In Radeon Pro, "Advanced" tab, set the "Flip Queue Size" to 0
7/ In Radeon Pro, right click on your Pro Evolution Soccer 2015 profile and click on "Apply Now".
Now you can lauch the game via Radeon Pro and voila, enjoy ;-)
Note that I am not claiming the above settings will give the game the level of responsiveness some of you would want as I believe it is simply not possible due to the engine desing/gameplay choices made by the developpers. It does however, at least in my case, clearly improves responsiveness and input lag compared to the default game setup.
And before you ask yes I have tried dozens of other settings (vsync off/on, limiting framerate, force refresh rate,...) as well as making use of a third party window borderless software (BorderlessGaming 6.5 if anyone is interested in trying it). At the end the above is what provides me the best results.
Also just to clarify a common misconception Direct3D triple buffering does not create input lag, in the contrary it helps minimizing it when using vertical synchronization (if you are interested like I am you'll easily find many detailed and technical articles on the subject on the internet). It only real drawback is that it increase GPU memory usage but to be honest on modern graphic cards the effect is pretty insignificant.
The other technology which is sometimes incorrectly named "triple buffering" consists in fact in rendering ahead buffers and that can indeed result in input lag but is useful to improve GPU performance. It is adressed in Radeon Pro with step /6 by forcing the Flip queue to 0 (by default AMD drivers has it set to 3)
Final summary, I'm just trying to help here I do not pretend to have indisputable truth or knowledge. The above recommendations are the result of my research on the topic/problem and the result of my personal testing.

But can you tell us how do you check if lag is gone?
Because in match its very disputable.
The best way to check input lag in PES 2015 is to go to Free Training --> Free kick. There the game gives you a ball in an empty pitch which you can move around freely in due to indicate the spot for the free kick
You can check how the ball is rolling freely in pitch with the left stick and you will notice the lag with your settings.

- Team instructions are intuitive and effective. You can immediately see effects on the pitch. Only thing I kinda wish they had its a medium value, for example, between Short and Long passing there could also be Mixed.

After a few more matches, I feel that the tagline "the pitch is ours" is wrong though.
It should have really been "THE PITCH IS YOURS" as I really feel a lot of freedom when playing with 0-bar passes and manual shooting.
WHAT I LIKE:
Controls
I feel like I can place the ball wherever I want, and that if I fail it's only because I missed something in the timing/power/direction of the pass/shot. It's the closest thing to the 'FIFA 11 freedom' (which I believe hasn't been equalled by FIFA games since) I ever experienced.
Tactics
At the moment I haven't played with them in depth but it's amazing how different the playing styles of the demo teams are.
Even Napoli and Real (which both base their playstyle on long, high through balls) look very different to me. Of course I don't expect all the teams (especially the non-licensed ones) to have custom/personalised tactics but with a little bit of editing it would eventually be achieved.
Flow of the game
Spot on. I'm curious to see how Libertadores plays, as in 2014 (according to the few matches I played) I found it slower than European football (while I expected it to play slightly faster).
WHAT DOESN'T CONVINCE ME:
Keepers
A mile ahead of PES 2014 ones, they often pull great saves but sometimes they still look 'absent' somehow. Also, they look like can't be arsed to fully stretch to get to the ball at times.
WHAT I DON'T LIKE:
Graphics
Surprise surprise. Graphics are utterly poor compared to what could be achieved on PC nowadays with an absurdously small effort, yet I don't care that much for the moment.
Nets also look too tight (like they're actually more similar to walls), but screw that. I'd rather have a tight net than way too loose ones like in PES 2010.
Still I find PES2011 (with the "shape" files from PES 2013) ones the best.
As you can see I like the key things of the game, so I must say WELL DONE, KONAMI. WELL DONE.

I think that the nets were better in FIFA 14 though. The bar that raises from the ground at each goal, no matter how powerful the shot is, got me fed up after two days of the demo.fifa 15 nets are better.
