We don't know what's going on, I agree. But we just connect the dots with what we've got. I think it's fair to say Arsenal were quite interested in Jovetic. So we are throwing bids of around 23m for Higuain, 30m for Suarez... City landed Jovetic for 22m.

Signing Jovetic would have certainly appeased the fans, not only that, he's a top talent, I really rate him.
Whether or not he's an out and out striker (if that's what Wenger really is after, that is) I think it's a real pitty we missed out on him. That guy is one for the here and now, as well as for the future, many years to come.
Now between Higuain and Suarez I don't know what I'd prefer. Higuain for 23m pounds would already be a lot of money IMO. A striker which (in my biased opinion) isn't all that. He has great stats, but he never really 'wowed' me.
23m would be feasible I guess, but Madrid asking 37m euros is outrageous. They're pricing him out really.
Whereas Suarez is proven Premier League material, proved he can bang 20+ league goals in a season, hence the higher price. Not to mention I think he's a better all round player than Higuain. No adaptation required, however there's all the negative baggage.
With City stocking up on strikers, I'd go for Dzeko if I were Wenger. He's been a target in the past, plus he is another player who wouldn't have to adapt to the Prem.
