What determines a sweeper keeper like Neuer?

There is no sweeper keeper position, there is no attribute for it as far as I can see

What makes Neuer come off his line a lot naturally and how do I replicate it on other players in ML?

The Player ID, Neuer is indeed unique that way because of his Player ID.

It's your usual high profile players like Messi, Ronaldo, Neymar and others that have uniqueness. Don't know if there's a list of such, but it's a limited bunch of player with unique abilities.
