I don't think it's solely tied to that mate, because I have used loads of offensive GK but none have strayed from their line as much as him I don't think

The Player ID, Neuer is indeed unique that way because of his Player ID.

It's your usual high profile players like Messi, Ronaldo, Neymar and others that have uniqueness. Don't know if there's a list of such, but it's a limited bunch of player with unique abilities.
