My impression about the update is very positive one! (vs CPU, professional, exhibition, speed 0, and PA1)
Gameplay feels "fresher" than before, somehow flow of the game is "nicer" and more natural. (Animations seem smoother?)
Good players are showing skills and tricks much more than before, good players seems more energetic and forward-going. Players like Salah, Fermino, Aubameyag are more running for chances and scoring opportunities, AI when trailing behind seems to press more on the human player. AI makes uses more long passes and tends to use more crosses from wings (still uses short low crosses from time to time, depending on who is in the box). Headers slightly more effective.
AI keepers (and yours) seem to be more alert and "mobile" in penalty area, Leno rushed almost to the edge of the area when I was rushing toward the goal before Arsenal defender catched up with my forward.
As expected 2 low value leagues added (with my respect to my Chinese and Thai friends), best teams are 3 start ones with majority of 1 star teams. Something I give Konami credit for is they tried hard in representing Thai and Chinese player physics this time, most of their players and thin build as in real life (I was expecting generic pregnant women thighs in all players). I would have liked them much more adding Japanese, Korean, Iraqi or Saudi leagues instead of Chinese or Thai leagues.
Just my 2 cents and initial impression, game is much better now no doubt!

The Ai are definite improvement compared to how they felt at launch but still not seeing skilled dribblers doing so much as feint or a step over. I didn't have high hopes that the patch would make significant improvements but it exceeded my expectations, only just!
 
@its999maggle The only new match\constant file (dt18.cpk-related file) you can find in datapack 2 file is constant_stadiumReserve.bin ... maybe I didn't follow @incas36 thread closely enough, but that file doesn't look like it has anything to do with AI. Or does it?

I'm afraid that AI changes are all done in .exe
 
@its999maggle The only new match\constant file (dt18.cpk-related file) you can find in datapack 2 file is constant_stadiumReserve.bin ... maybe I didn't follow @incas36 thread closely enough, but that file doesn't look like it has anything to do with AI. Or does it?

I'm afraid that AI changes are all done in .exe

Celtic as a Partner Club , myself a loads of other Celtic fans round the world bought PES19 on the back of Celtic being a Partner club meaning scanned players and Celtic Park. Konami even held a pre game launch at Celtic Park all smile and such, yes Celtic Park will be in the game and the scanned squad too, but it will come later in the DLC. TwoMonths later the DLC is here , but the scanned squad and Celtic Park nowhere to be seen. No Harm to the Chinese and Thai leagues but come on, why were the team working on these BEFORE adding Partner Clubs Stadiums and scanned players ? More than 2 Months to add 1 stadium 100 player scans and 2 leagues at that rate it will be PES20 before we see Celtic Park and the scanned players.

Now that aside , Rain and Snow ? I can't see either in game, cut scenes yes, but on the default Wide or whatever its called, I can not see the rain nor the snow the rain and snow is so very very fine it may well not be there - Ryzen x1700 MSI 1080 11Gb on board, 32Gb on MB anyone else the same ?

That's right constant_stadiumReserve.bin has nothing to do with gameplay changes.

Is there any decent "all in one" patch? I see all around screenshots of people with cool scoreboards, updated graphic of pitch, better colours etc. You really have to download everything one by one?

I tried PTE patch but It is basicly just a name and shirts update. I also checked "patches" part here on forums but I coulnd't find anything decent.

I am kinda old school, I was always used to download some big patch for PES 6 and install it, it came with all kits, stadiums, roster update, gampleay improvments, scoreboards, graphic updates, balls, gloves, faces, etc. etc.

Is it too soon for PES 2019?

first of all sorry for such a nooby question.
Full blown patches may be getting to a point of being obsolete. As we get closer to better tools for adding specific graphics and gameplay improvements, most people who want to really tailor their experience find that adding what they need is better than just adding everything, so other than PTE, PES Galaxy, and couple of others, you're more likely to find individual mods which you can combine. Someone correct me if I'm wrong, but mostly what we have is...

1. Sideloaders - EvoSwitcher is the newest of this type and a combination or modification of previous such "switchers". It sideloads graphics elements into the game but it does so by being able to control what gets loaded based on what you're playing. So different scoreboards, balls, etc will be loaded depending on what kind of league you're playing. (That's a rough explanation of how it works). There is also the possibility to use "Sider" which EvoSwitcher is built on, but it requires the desire to 'program' a bit, what you want to see and to maintain the game folders in such a way as to organise individual mods that you download. In short, it's not complicated but certainly the one that requires the most knowledge of how to use it. Evoswitcher is using a program like iTunes, and Sider is like using your Windows folders all organised into artists and albums and using a media player separately to listen to your music.
2. Patches/Mods - Then you have what in the PES6 days we used to call "patches" like Multiverse, PTE, etc where they offer full DPFileList cpk files that get loaded into the game but those are static and don't vary. They are what they are and that's that. PTE modifies that a little because by the end of the year, they eventually release a switcher to let you select different scoreboards, referee kits, etc before you load. But even then, the options of what you can modify are limited.
(One thing worth mentioning is that with an all-in-one patch like this, whenever there is an update from Konami, there are elements that need updating by the modder to make the patch fully work again whether it's the launcher or some other modification done to important files in the game. This often involves very tedious work to reimport content, fix anything created in the patch that doesn't come with the game originally, etc. And therefore, it is very likely that you will wait days to weeks for a mod to be playable again. The updates came so frequently in PES2019 that several mods decided to simply stop updating because the work became too much to do that frequently. As of today (15-04-2019) only one all-in-one mod is still updating its content after each Konami update from the handful that were there at the beginning of the season. A sign of the annoyance that updates cause to all-in-one mods and that it's worth being aware of if you go this route)
3. Option Files/Save Data - You then have people who are trying to specialise in offering up to date option files and save data (squads, teams, logos, etc) in what we used to call "option files" back in the PES6 days. This is the stuff that goes into your Documents folder and is purely cosmetic changes to things the game allows you to edit. Uniforms, flags, stadium names, etc.

In short, you can find an option file you like, a patch or mod that covers the football you play (Premier League, Russian League, South American leagues, etc) and then add EvoSwitcher if you want to add things like graphics for different tournaments, stadium graphics, etc. I too, have been an all-in-one patch fan for years, but I now find that things like EvoSwitcher really add things that go one step further.

Hope that helps. Took me a while to understand as well. If you ask honest questions, kindly, and having done a quick search before, people generally are willing to help. So I'm trying to give back a bit for all the times I've bugged people like @incas36 , @mattmid , @superleeds1 and others. :)

Unbelieveable how good the game is after the patch. I have no words... vs AI the game is competetive, great, realistic, fun and random expirence. Everything is better, game is more free, passes even shooting is better. I cant even start playing RDR 2
