PES 2018 vs 2019 vs 2020 vs 2021?

Thank you, unfortunately the gameplay isn't as impressive as it is touted
It depends on what you're looking for in gameplay. Strategy? Fluidity? Simulation? Arcade?
PES 2018 is suited for fast pace, fluid movement, and arcade style. If you're looking for simulation, you're a player who sets the speed to -1, -2... no, this isn't the gameplay for you.
 
Reply to the title - PES 2017 is the best for me.

2018 and 2019 are good for exibition but unplayable due to scripting in leagues and cups like after few wins next match your players miss easiest passes and ignore the ball near them and no matter what you do you will keep losing the ball until you concede a goal. Once I played pes 2019 and restarted 1 match 3 times, and 3 times I conceded a goal in the same minute and same player scored. I didn't find any mods that could fix it, so I find it unplayable.

2021 dribbling and movement is just bad, player animation when sprinting looks weird, opponent is much stronger at ball shielding. 2018, 2019 and 2021 free kick is way to easy to score, referee very bad like I don't know what do you have to do to ever get a direct red card. That said, with heavy mods 2021 can be solid but still weird and unresponsive. If it wasn't for scripting 2021 would probably be the worst one but how things stand I put it on 2. place.

2017 is the best for me as overall package, the only thing I don't like in this game is sprinting animation when you press R1 first time, it kinda sucks and it's easy to steal the ball when your opponent starts sprinting and the other way around. Also would like if I could have negotiating in master league like in 2021.

The script in PES can be unnerving, it's true. I remember it in the old Winning Eleven games on PlayStation 2. Until they scored a goal, they wouldn't let you touch the ball. When they finally scored, they'd calm down and you could start dribbling a bit.
The referee is terrible, you're right. I play PES 2018 because, despite everything, it's the game that gives me the most excitement when dribbling.
Play PES 21 for a few days, then get PES 18 and you'll discover it's a whole different beast! That's why every time I try to get into PES 21, I then, out of nostalgia, play a game of PES 18, and in the end I go back to 2018.
For a week now, I've been tweaking and testing DT18 to increase the fouls, thanks also to AI. I'm on the right track...

Too bad, it has a great potential but I wish there was more people with skills into PES 2018 to properly modify the .exe file. It could be much more better that 2021 but man those scripts are just too much. It's responsive and fun but some things make you wanna break gamepads and monitor 😂

The gameplay feels too rigid, the players turn at a slower pace compared to the base game pes 2018(version). It's still too easy to score(I play on superstar). My gamespeed is at the normal 0. I prefer pes 2019 to 2018 though. It's slower, has better ball physics, better movement, better collision system, fatigued players show they are tired unlike in 2018, there's better refereeing unlike 2018 which is almost nonexistent. Pes 2018 has better body models though and I've played it long enough to realise 2019 was an improvement to it in almost every single aspect
