According to Mundo Deportivo,these are the 14-15 Barca kits:
1 - Nike have officially ran out of ideas.WTF is that triangle under the neck,which btw. is the only difference between the current one and this (ok,neck is also blue instead of yellow and there are 3 red stripes instead of 4,but basically it's the same kit).
2 - Give Barca their striped sleeves back.Plain sleeves look cheap as feck most of the time.

Blah. Give that blue shorts and socks (I'd love to see mid-blue shorts (deeper than 2010 though) and dark blue socks with red/gold tops (red top/gold 3 stripes),it would be great and iconic,as it's how it was (OK,socks were black) until the 90's).

Nike point of view is striped sleeves looks awful with undershirts. Since lots of players use undershirts, Nike decided to get rid of stripes on sleeves, push more and more players to wear undershirts and then they started to sell undershirts in Nike Stores. It's a new business for them: now they sell short sleeves shirt, long sleeves shirt and undershirts.

my thoughts on last few kits, in order they were posted:
Germany - whoever designed that shirt had a great idea, but seems that his photoshop (or whatever tool he uses) ran out of yellow color. White shorts are nice, but they don't really go well with German kit. There is still hope that they will have black shorts for away kit and than mix them up with home shirt.
Scotland - Fantastic kit. I was a bit disappointed to see white shorts gone, but even in this combo they look fantastic
Sweden - meh...it is nice, it is simple, but meh. I don't really get the point of that blue and red stripe on the chest..somewhat like that green stripe that was on Brazil's 2010 kit.
Barcelona - Nike seems to prove that they can't make decent kit 2 years in a row. Those are just plain awful, in contrast to current Barca kits which are absolutely fantastic (and I think that means something coming from Madrid fan)
Russia - absolutely brilliant kit. I would dare to say that it is the best of all those new Adidas NT kits.

FIFA is fucking up football tradition, instead of beign concerned about TV technology, referees, racism, the issues that are really fucked up, they are concerned up about destroying the uniform colors since WC 2006.

Basically it seems that they have differing rules for the 'Finals' themselves as opposed to the 'Qualifiers' which are discussed earlier on in the PDF you found, on page 31 where they just talk about...
2. Each team shall have an official and reserve team kit, which shall be declared on the team colour form. The colours of the reserve team kit (shirt, shorts and socks) shall be noticeably different from and contrast with the colours of the official team kit (shirt, shorts and socks)
Its a subtle difference in language but crucial. The above just says that if say Germany have a black shorts in their home kit, that the away shorts must contrast in colour (e.g. white or red)
Compare this with UEFA's PDF rules for Euro 2012 on page 22...
