I live in the US and I want to buy PES 2008 for the PC, however I know that there is no US version, so what do I do, is there a foreign version that I can buy and patch or what?

My buddy lives in the usa as well. He bought pes6 off play.com (if i remember correctly)
But be warned : pes2008 sucks bigtime. It is the worst game they have released thus far.
You would be better off playing that winning eleven 2002 games (which you can get off the polish website).
As the guy says : graphically you cannot compare it with the current version (although running and heading animations are better then pes2008) but the gameplay still rocks!!!

If I buy anything old it would have to be PES 4 or 5, and what is the polish website address?

check out the thread. I tried it yesterday and it works. The file is not that big at all, about 22 mb. Downloading and installing takes about 10 mins max.
I have played all the pes editions all the way back to the n64 and must say i have always liked this version. Besides, they have patched it so the players now wear sponsored kits. Teams all have 2007 lineups. Its pretty cool. The gameplay is still fun (although more arcady then later versions, but then again the later versions suffered from lots of other things)
if you dont mind the graphics too much.
I played a game online yesterday. The game was fast paced, and there was no lag at all. A very nice break from pes2008, which i stopped playing months ago.
Now i play this and pes 6 online.
