Can some one please tell me what PC specs which will give HD and fully best preformnce for FIFA11 ?

I will buy one for FIFA11 :)

Hardware Speces for the PC to give the full and best preformnce and similar to the console preformance and graphics?

Depends where do you want do buy it and how much money you can spend on it. And whether by saying HD you mean HD Ready (1280x720) or Full HD (1920x1080). And if you mean patched game maxed out (LOD settings maxed out etc), or "plain" game maxed out, straight from the shop.

Most of the games are made in HD Ready (1280x720), sometimes even less (1024x600). There's a really small amount of games that are made in 1080p, and all of them have really simple graphics. The same applies to PS3.
 
I'm not sure if this specs will give you HD performantion but if u wannna play fifa on max settings,i recommend you: Intel Quad Core or Core 2 Duo,2,00 ghz at least,video card with 1 gb memory and minimum 2 gb ram.Hope this helped you
