What FIFA/PES game have the best difference between big teams and small teams?

I want to start with a really lower rated team and make my way up progressively getting better players and feeling more powerful. However in both FIFA and PES, I start with the worst team and beat teams like Man City and Barca way too easily and it destroys my immersion. What game on both series have the largest difference between big teams and small teams?
 
How far back do you want to go?
Is it modern games (Pes/fifa15-18)
I see nothing in those games being what you're after( FIFA/Pes 15 being the closest)
In my case Im only playing Pes 13 (and 12) with a bottom 5 team (Betis) and I didn't get one single point Vs RM/AM/Barca/Valencia my first season,compared to FIFA 16-17-18/Pes 16/17/18 where I could get results
