Well, the only thing the harddrive does, If I am correct, is reduce load times. For GTA it might matter (going into and out of buildings in GTA: SA gave a black loading screen), but for PES, it's probably not going to matter at all. It might take more time to load.
Besides, we all know what it's like when a game needs to swap data from HDD to RAM mid-game: Choppety chop-chop. The game needs to fit most data into the RAM, or else it will suffer from slowdowns when new data is needed that isn't in the RAM.
So HDD is good for reducing load-times (HDD faster than Blu-Ray).
But as for improving gameplay etc, they can only use the HDD as a potential aid in loading etc. It would sound weird if they, when designing the game, assumed that people will have space on their drives. If someone already is storing alot of media, then there might not be enough room.
Also, I'm pretty sure Sony has limited the European PS3s to the smaller sized harddrives. If the drivers were essential, they would stay safe and give people as much room as possible.
This is just my reasoning though. If someone has more insight, please post. This could be interesting.
why is PES08 also limited with graphics and all technology by XBOX360? GTA IV will be peace of sh1t because XBOX360 has no default hard drive. it menas I wont buy PS3, there is no reason. I play only PES and if it will be identical, why pay much more? just for sixaxis controler because I was using dual shock? no way. kick Konami and Seabass ass, SONY. whats wrong??
