vista problem

I've downloaded pes2009 demo and have tried to install it but a message comes up saying :

'Too many files are currently in use by 16-bit programs. Quit one or more 16-bit programs or increase the value of the FILES command in your Config.sys file'

I am currently using vista home premium

Please Help!!

I've got vista Business and everything allrite, guess it's something else.
