I played Top Gear 3000, and see the first but not that one. In fact, Top Gear is very inspired by Lotus Turbo Challenge on Amiga : but without Lotus licence.
It's probably one of the Racing game that came closer to arcade regarding the sprite when you're get closer : i mean on many other games they got to remove some for the game flowing better and it remove a bit the "depth/3D" effect. For example you play for example Space Harrier II (same system), Outrun, or After Burner II on Megadrive and then on Arcade... It's really 3D lookalike where you miss the depth on console.
But not in Top Gear. Well, it was the start of the Megadrive, they showed us others games with a better scrolling (if i could use that term), and on 1993.

I mean, without using Mode 7 (or perpaps they mixed with mode 7).
The other who made that effect pretty good too was the game exclusively on Amiga and Mega-CD :

(i even think the Amiga version did a more "Arcadish" job... But graphically less realistic and less details)

Now about your game BLADE AND SWORD, i never heard of it, well there's tons of movies, books using those words... But first time i see it.
And it's Wow. The 3D isometric is something i love, and the fighting phase is super cool and technical. I would like to at least try it. But installing DOS game is kinda complicated lol, even with DOSEMU (Dos emulator).
Another game i played but never got that far, but i still love it and want to retry it (you should like it too

On PS1, Saturn probably (?) but firstly on PC, it's a big classic btw:
Blood Omen : Legacy of Kain
There's a sequel and it's a full saga, but it's the only one on 2D. "Legacy of Kain : "Soul Reaver" is in 3D, the 2nd, and got a good reception too.
Never tried it.
