SUBSTITUTE PROBLEM!!!!

I have a massive problem!! in the setup of a match i select 3 players that can be substituted in a game but when i get into the game i cant actually sub anyone, it says i have 0/0 subs left?! anyone know what to do?!?!
 
use page up and page down in the kit menu(the screen where the mini kits are shown) to show the other settings. Then use "1" or "2" to scroll through the options. After you have selected "substitutes", use the "+" and "-" keys to change the option.
