Bhatti confirmed 2 years ago that the gameplay is the same, only difference is graphics:

The difference users in this thread talk about must be due to their PC / controller and the configuration. Not to mention they show no videos that show the exact difference they talk about, just their word. For users like this, they should use ps4 if they cant get the PC version to run 'correctly'.

I had ps4 for 4 weeks and played everyday, gameplay is the same. More users on reddit report the same:

The only difference gameplay wise that I notice for sure is the input delay. I used controller, I use keyboard, but no matter what, I have input lag. It wasn't like this until PES 2015.

Yes input delay is most noticeable add to that through balls, broken on pc while great on ps4

I own both PC and PS4. Animation is better on PS4 no doubt. And since animation is also related to gameplay, somehow, gameplay is slightly better on PS4 than the PC. Se finis! Take note, I have a high end PC.

bro there maybe no gameplay differences but on ps4 through ball works everytime, while on pc its broken, this is the only aspect i can say.
