Ok i have this problem too
my rig is Vista32, intel CoreDuo at 3Ghz
3GB ram, ATI HD 3870x2
my screen (and that's proved to be important) is a samsung syncmaster 2333HD 23" running at 1920x1080 60hz (it's max)
the problem seems to be that the refresh rate is desynchronizing somehow
and that's not your screen's fault but it's a driver in combination to poor game mechanics that causes the problem..
now if possible i would like people with nVidia cards to confirm that the latest drivers fixes the problem
i would like for people to help find a workaround cause this is REALLY getting annoying
I think it's obviously bad KONAMI coding seeing as this plays Crysis comfortably.
To all of you saying that the game shutters and all those things, upgrade your computer!!! (if you can) You can´t expect running a game with shader model 3.0 and those graphic effects and light shadows with your computer from 2 years ago, stop complainting because drivers won´t do miracles. It´s just your computer that can´t handle this game properly at full detail.

Ok, here are my "knowledges" about hardware for you. You have 3870x2 which is less powerfull than my 9800 gtx+ (you can see it at tomshardware.com) not a lot less powerfull, just a little, but less.
Then you have 3 gb of ram... believe me... I have got 4 gb of ram in dual chanel... DUAL CHANEL, I guess you know what it is. Then, you have got a core2duo processor at 3Ghz... WITH VItSA 32 BITS!!!! mate, you are not making a good profit of this core2duo because I guess your processor can hadle (and behave better) in systems with 64 bits, you are wasting the power of your core2duo, I mean, you are not squezing your core2duo in its max power.
Are you trying to play with these computer at that resolution? Crazy.
So you have a very god computer, but not well profited.
so taking these facts as granted i think the logical conclusion here is obviously that konami epiced on the graphic design and that a computer upgrade is NOT needed.
besides, almost all previous releases of pes had slowdown problems of somekind and this year is no exception
i agree that drivers wont do wonders for you, but they can make a minor (but major at the same time) design failure right.
