Ok, I'm confused about Transfer Loans

Someone help me out here...

I'm able to basically get any player on loan for 100 points.. probably less, but I haven't checked.

This seems like a glitch to me, since when I bring up Buffon for example it shows like 2400 points... but I change it to 100 and next week he shows up.

Am I paying these players some salary as well? How does the transfer loan program work?
