I think that is a bit wrong, at least for Croatia. Our football federation released a statement few weeks ago that they managed to persuade FIFA to allow us use of our home kit in match against Brazil (previously it was planned for us to use blue one) and that we will use that kit in all 3 group matches.
I quite like when teams have a change from the norm in order to wear a design from their distance past but Inter is a weird one because I don't think they've ever had anything other than stripes have they?
well, that is what all the fuss is about I think. You can take Bayern for example, they had both red-white striped kit and plain red kit as their home in clubs history. Later they added some blue on their kits and seems like fans liked those too. So in last decade or two they are switching between those designs as they all are part of their history.
But as you said, I don't remember seeing Inter home kit being anything else than blue and black stripes. And even this one is not different, just that those blue stripes are really not looking like stripes but rather some little details added so that kit wouldn't be plain black
