They're officially abandonware now mate (not for sale by the company, online servers closed and no tech support) so you can get them via torrent with no illegalities involved.

The best Way to play PES 2021 is to use this Patch ---> https://www.pessmokepatch.com/2023/09/spfl24.html
Cause there is absolutely no Chance to get a legal Copy via Steam, thanks to Konami who are pushing their eFootball 2023 in the Market (and don't want to have a much better Football Experience made by themself).
