PC Framerate issue with PES 6

So, PES 6 runs far too quickly on my computer. I've tried forcing vsync with a program called Direct 3DOverrider, but it doesn't seem like the program is working (some of those weird Windows-sounds comes on every time I start the game). Is it possible that the 3DOverrider I have doesn't comply with Windows 7, even though I installed it just fine and it says that it is working just fine?

Are there any other ways to work around this? It's just very annoying to play the game at such a high pace, when it basically just comes down to a shit framerate. I'm playing at maximum quality and highest resolution available, and I have a ATI Mobility Radeon HD 4500 graphics card.

Any suggestions on how to solve this is much appreciated! :)
 
What sort of CPU do you have? If it's a dual or quad core CPU you can set it to run on one core whilst playing. That should slow it down.

Launch the game, then ALT-TAB back to the desktop & launch the task manager (CTRL+SHIFT+ESC). Find the game's process in the process tab, then right click on it & select processor affinity. Untick one or more of the CPUs. Good Luck.
 
I have a dual core. Just tried turning off one of the processors, but I'm not sure it really makes a difference. Actually, I'm wondering whether or not this is actually how fast the game is supposed to be, it just doesn't feel like back in the day (but that may be my memory). But comparing what I'm playing to this video, for instance;

YouTube - PES 6 Shollym Patch 2011-2012

That video just looks that tad slower I'm looking for, like it's not skipping some of the frames that it feels like my game is skipping. I notice it especially on the players when they turn, the animation looks a lot smoother in that video than when I play. Very annoying.

Any other suggestions? :)
 
It's a hard one to diagnose because I haven't played PES 6 for years! I do know in the current games there's an Enable Frame Skipping option in the settings menu.

Have you tried changing the graphics refresh rate? Maybe 60 to 59 Hz or vice versa? Also do you have up to date drivers?
 
I've tried changing the graphics refresh rate, but I couldn't really choose anything else than 60 hz, as far as I saw. It's really strange. I've been thinking about recording some video for you to see, so that it could be detected whether it's right or not, but I'm not sure the video will catch the frame skipping properly.

I just updated my drivers, and yeah, nothing changed really. Very annoying, this. But thanks a lot for your help so far, mate. :)

Edit: I think I've solved it now, actually. Had to install some extra driver to my graphic card, and force vsync through it, seems to work a lot better now anyway. :) Thanks for your help, mate! :)
