Here are the kits texture for the Saudi Pro League from FC 25/TU 5 which I extracted with FIFA Editor tool. You´ll find 19 Folders with kits and not only 18 Teams. Which other leagues did they update in TU5?
You may look into the TU 5 Update History at EA website. I have done a quick search and found this Video useful for an complete overview. It seems there are only particular teams from all over the FC 25 Leagues who gets new kits and minikits as well. Take a look into the Video and you will see the TEXT on the Video what changes EA does.

Check this thread at soccergamingforum. The Poster takes requests as well as he have already released a bunch of TU 5 kits for FC 25. You don´t need to be a member at that forum to download the kits.
