FC Preset Loader does not come with nor distribute mods. You must download all mods from their original creators on your computer. This tool only handles and loads mod presets, then passes them to FIFA Mod Manager to apply and launch the game.

So is this an alternative to FMM and we should use this to manage our mods too?

Will the tool need updating after each Title Update too or should this be compatible with every update?

You still need FMM to launch, this tool help to create profiles for FMM

As stated above by Marconis, this tool only helps you to create profiles for FMM with easy replication (Preset = Profile = Template). You will still need FMM to apply your mods.

This tool will work with any title update and you don't need to update the tool. There is a small catch, if the mod creator remove a mod in their catalogue or rename a mod to something else, you will need to edit the Preset (your template/profile) to found the new mod name and add it. So there is always a small chance you need to fix 1 or 2 mod, but this is still a win compared to restarting from 0 after every Title Update.

An example using Anth Gameplay

Old mod name in V8: PA - Space (More Pressing)
New mod name in V9: PA - Space (MP)

If you read Anth's documentation, you will understand that MP means More Pressing, so it's easier to update your preset because the mods comes with a manual.

Also when a TXT file is found in the folder of the mod, this tool will read the TXT information and display it inside the tool if you press Right Click on a selected mod:
