It means, that via this simulator (or similar) will be trained next generation of those, who is serving VAR system on soccer games remotely ?

This gives me "Papers Please" vibe but analyzing VAR scenarios. Interesting as a sim/management, even though I don't like VAR as concept in real life football...
 
Reminds me of when I see the replays of PES trying to understand how it wasn't a foul, or an offside.
Fun fact: in JAVA version of some PES, if you went to the replay after an offside it shows the offside line.
