Sociable Soccer 25 has a Fifpro licence and it has all the real player names and most of the team names and leagues too, and so far as I have seen they have all the proper kits as well. There are some anomalies like no real league names and some teams with dafty names here n there.
So, Konami can still use the proper player names (not necessarily the player likenesses though) and have a game full of decent leagues and teams, which with an edit mode can easily be changed.
Albeit, they would all default to their unlicensed names etc., for on-line matches.
They could still make a fairly comprehensive game without any licenses at all, but they dun want all us oldies (traditionalists) hogging the game indoors and playing by ourselves, so they probably carry on with the limited shit-show forever.
