Does anyone know how to create a mod that changes soundtrack?

So I saw on Nexus Mods that someone created a mod that changes the game soundtrack, I use it from time to time because in my opinion this year's soundtrack is not one of the best. Now before any of this I don't have any knowledge in creating mods, so a quick introduction to it would be welcome.
