Could someone explain the display configuration tab in settings.exe?

What do the options 'use frame skipping' and 'wait for Vsync" mean?
What's the difference between 4:3 and 16:9?
 
4:3 is standard 'square' monitor
16:9 is widescreen (some people hook their LCD's up to the PC)

Tick 'use frame skipping' depending on how good your PC is. Trial and error really. If your computer is crap and you untick it, then you'll probably have a lot of lag and slowdown.

Frame skipping should work like this: if you tick it, and your system is not powerful enough to run the game at full speed, it will start dropping frames in order keep the pace steady. So basically the animations will look less fluid, but the speed will be unaffected.
In the same situation, with the option unticked, all animation frames will still be rendered and the game will thus slow down.
So if your system is powerful enough to run the game at full speed, this option won't make any difference.

The 'wait for vsync' option must be ticked if you see a screen "tearing effect" when the camera is moving, but bear in mind that this will typically increase the load on your gfx card. Again, if you don't see that effect with the option off, you don't need to turn it on as it will make no difference.
