Boot updates/Catalogue still broken on PC version?

I've been asking this in almost every thread and no one responds. So I decided to make a thread about it. (That probably will be taken down before I get an answer.)

Do PC players now get boot updates aswell? Is it fixed? Is the catalogue finally fixed after 4 years? I want to know because the PC version is the number 1 priority for me. Thanks in advance.
 
OTT: But I hate the way you have to be connected on-line to use the special kits you can unlock in the catalogue.
(Which is all I'm really interested in.) Makes no sense, outside of EA desperately trying to coax you online for FUT. They have even included "2-day xbox live trial" tokens inside the box for the last couple of years.
