Yeah I was having issues with FIFA 07 PC version as well on Windows 10. It launched, but the video was really choppy.
I think newer Windows have problems with FIFA 07-10 TBH....
Maybe you could try PS2 version, I think at last 07 is the same or very similar to PC.
You need to install an older Direct x.
Here is Direct x 10 which is good for FIFA 07.
