Strange Problem

When i click Pes Exe file the new patch version 1.03 it takes about 90seconds to exe the whole computer goes into a lockup during this time .The same online when i setup a match the spinning icon bottom left stops turning for 90 seconds then it goes again but then says server lost.Would this be a graphic card problem? I done a clean install and installed the new up to date Konami patch.
PS I just installed the 1.03 patch Konami

No just upgraded so plenty of power.The computer just locks up when i click on the PES exe for about 90 seconds.Its as if its looking for something,just upgraded ram to 4GiG would this have anything to do with it?
 
whats even more strange is that on top player im struggling to win games because of strange delays in dribbling i just hope they just solve the gamepaly and make it smoother im sick to death
