It was more like a joke.If you have dial-up connection you are usually paying usage of the internet per minute,hour or something like that but if you have broadband connection you usually have sticky price for it (that is the case where I live anyway).So no,playing game itself doesn't cost anything if you are PC user.It costs only if you are xbox or ps2 user then you have to get those xbox live things or whatever it is called.Hope that gives you the answer.
