Pro Evo 4 update...(only suitable for people in UK)

Do G-Force update Celtic's strip into actual hoops, and do they change faces etc? Is the update worth buying? Or should I just buy this X-Port thing for the PS2 that can connect from your memory card to your computer using a USB? Which one would you recommend?
