Pes 2012 PC Online region locked?

Some questions about it:

Is the PC version region locked?

If it is, Are there enough users on the America Region on PC?

I'm from Argentina, I though yesterday to buy a digital version online but only found the EUR version and want to know if that will allow me to play with friends and people around here (brazil, peru, chile, etc) reducing the lag.

I finally bought the DVD version, at least latinamerican version isn't region locked. I can enter any server (asia, europe, north america).

I've been regularly playing transatlantic against a friend in NY. Empty servers and lag-free play.
