Pes 2010 - Full Game - Not Smooth

My specs are good for this game. I have no frame slowdowns but i have the responce time issue.

I use both Windows XP sp3 32bit And Windows 7 ultimate 64bit with latest ati drivers.

In both OS i have the same responce issues.

This problem is for sure Konami's fault. Konami benchmarks the game with a lot of PC systems. So when they released the game they knew this issue from the beginning.
