ok, i figured it out now..
first, vsync is a must, sets everything into place, no vsync game plays jerky and "unbound" in a bad way
second, triple buffering is a must with vsync
third and the biggest change, pre render/flip size 0, compared to 1 big difference here in response
all using radeon pro, d3doverr. hasnt worked for me, no sound notification either(unlike radeon pro), weird

oh and using any fps cap method is not working good, bad performance, game needs to run at his default 60 or vsync cap

found this helpful for ATI users too:
go to startup settings and uncheck catalyst
and go to services settings and make amd clients module blabla to manual and terminate the service
restart, now u should have no amd/ati/catalyst tasks in taskmanager
especially if u use radeon pro u dont need it anyway, found a thread on guru3d about this tasks and most of them disable it and no issues even helping with stutters etc.
