Cup in "Kick off" mode, only 3 substitutions.

I noticed that if you play a cup final (Champions League, Europa League or Conference League) in "Kick off" mode, it only allows you 3 substitutions during the match instead of the 5 expected in reality. Is there a way to modify this unreal situation by modding?
