Cinematic/replay lag/stuttering ..

During the game my FPS run cinstantly at 60 but when it come to replay or cut scene it go down to 30-60 and it makes those replay and cinematic stuttering. I try almost every setting possible turn on/off vsync on/off MSAA change resolution ... and even set everything at lowest but seem likes i can fix this. I love the game but this stuttering just kill my pleasure completely
