Can anyone tell me what is this voice chat setting supposed to be in the settings?

When I go to Settings---> [Online TAB] theres voice chat settings enabled, ok I clicked the check box. But what is it supposed to mean?
Is it to chat with other players online using real human voice?
I have a microphone so it thus means I can chat with people like in Skype?
But so far I havent heard someone elses voice during online play. This is abit confusing:roll:

I have mine turned on at the moment, as i use a sennheiser headset. However once its fully functional (if it ever is?), i will be turning it off. I dont fancy holding a conversation with some whiny acne ridden school kid roaring on about his square passed goal.
