Balancing free agents, squad sizes in mods, getting teams to sign more players

Hi all -- thanks to this wonderful community, we get a playable and moddable football game! Question for everyone here...

I've long had a little trouble balancing a few edits to files to create a workable free-agency system, especially for lower-tier teams.
IRL, a ton of lower-league (second tier, third tier, fourth tier, such as EFL Leagues 1 and 2) rely on free agents--so much so that 50% of the team or more might sign as frees in a given season.

So I have generally been able to successfully mod *this* part-- fiddling with the player contract .ini and a few other things, so that there is usually significant movement into free agent pool, and then teams generally refill from there.

However, my problem is that as I get about 4-8 seasons in, I start seeing that teams do not re-sign players properly. I was seeing Chelsea with just 22 or 24 players; seeing Premier League teams with just one GK or zero central mids, things like that.

So I felt like I'm definitely missing something that would ensure that teams sign multiple players at certain positions ( for instance, I saw a Crystal Palace with 1 CB and a total of 5 defenders...).

Someone pointed out last year that the "wpa.ini" file was the place to start, but I can't quite figure out what values I need to change.
Any insights anyone could provide? And are there other files to tweak as well? (cmsettings.ini has a couple of squad size lines, but I don't know if those interact elsewhere?)
