In the Master League how do you add players to the target list in the negotiations sub menu?

There's probably a simple way of doing it, but it's driving me nuts!
 
There are two different lists. Target list is the list your scout prepared for you. If you want to scout other players, search for them and you'll have an option to add them to Scouting list.
