2 XBOX 360 controllers on PC

Hi There,

is it possible to play pes 2009 on the PC with 2 xbox controllers (VS Mode). Because I can only select 1 controller in options.

You have a dropdown list of your controllers when you change the settings. So you are going to have to select wich controller for wich player.
 
I'm at work right now so I can't give you a detailed explanation. But there are three alternatives here:

a) only one controller is detected by the system, so it only allows you to assing one controller for one player.
b) both controllers have the same name (it happens to me with my USB PS2 controller adapter).
c) you're still not catching how to configure this right.

Are you new with PES? I ask you this because in earlier versions there was one tab for player in the settings screen. Now there's only one tab and you have to choose for which player you are trying to change the settings.

Well I started playing with 2008, but I know how to do stuff.
